It’s a great app called FaceGen Modeller.

I tried the free version of FaceGen Modeller and it created a pretty realistic model in about 7 minutes. A word of warning though: the free version doesn’t let you export your model and you end up with a big SI stamp on your forehead (Singular Inversions is the company that makes FaceGen).
